Dr. Tom Zastowny, PHD

Dr. Zastowny is a Licensed Clinical Psychologist and Health care consultant in NY with over 20 years of experience and expertise in performance improvement, outcome measurement and assessment, program design and evaluation of health care systems, and statistics and treatment planning. His affiliations include: the University of Rochester Medical Center, The Joint Commission (TJC-JCAHO), the Robert Wood Johnson Foundation, CARF (current Surveyor), CMS, and NIATx-Network for the Improvement of Addictions Treatment. He currently is completing several grants, teaching and involved in wide range of consultation activity.

Consulting, teaching and development activities have taken him to Italy (Cuneo, Roma & Milan), Paris, Dublin, Scotland, Germany, Argentina, Mexico, Korea, Japan, Canada, and the UK. He has published over 100+ scientific articles and book chapters and has taught throughout the country and the world. Dr. Zastowny was a JCAHO surveyor for over 15 years and special projects consultant since 1989. He is the author of “A Guide to Performance Improvement in Behavioral Health Care Organizations” (1996).

Accreditation and review specialization include (1) Performance Improvement And Outcome, (2) Sentinel and Adverse Event Prevention And Review, (3) Behavioral and Hospital Healthcare, (4) Hospital Systems Integration (5) Service Evaluation and Treatment Planning/documentation (6) Survey Readiness And Follow Up (7) Drug And Alcohol Services Including Methadone Programs (8) Psychiatric Emergency Response Systems (9) Image Based and Computerized clinical records and (10) Evidenced Based Practice (EBPs) implementation.

Previously, Dr Zastowny served as director of Performance Improvement at CCSI (1999-2003), director of the Occupational and Ergonomics Center at the University of Rochester (1994-1998), director of Ambulatory programs at Park Ridge Health Systems (1986-1990), and later as director of Quality Assurance and Total Quality Management Initiatives within the system (1990-1994). He has continued a private practice in behavioral health care for over 20 years as well. Dr Zastowny is affiliated with the American Psychological Association, the American Public Health Association, the American Sociological Association, the Association for the Advancement of Behavioral Therapy, the American Group Therapy Association, the Association for Marriage and Family Therapy, the National Register of Health Service Providers in Psychology, and the American Board of Medical Psychotherapists. With regard to NIATx, he was part of the original PATHS to RECOVERY Project as a National Advisory member and quality coach, served as the quality coach for the NYS STAR-SI project, the NIATx200 initiative and presented at numerous NIATx annual summits.
